Three-day training programme on Child Centric Disaster Risk Reduction at CUSB during 22-24 December, 2020
The Department of Political Studies of Central University of South Bihar (CUSB) organized a three-day training programme on the topic “Child Centric Disaster Risk Reduction”. The online training programme was organized in collaboration with National Institute of Disaster Management (NIDM) through online mode.
Day 1 – 22nd December, 2020
Japanese people face regular threat of disaster but they have developed quite fruitful mechanisms to reduce the impact of disaster. In my visit to Japan I found that even the school going kids are aware about tackling the disaster. I find the Japanese model of disaster management quite inspiring and beneficial, and Japanese practices may be useful for India in future disaster risk reduction, said Prof. Harish Chandra Singh Rathore, Vice-Chancellor of Central University of South Bihar (CUSB) in his address during the online training programme organised by the University.
In his speech Prof. Rathore emphasized on the urgency of collaboration between NIDM and CUSB in the field of research and capacity building on disaster management with special reference to children. To this end, he urged to develop an appropriate curriculum on the concerned issue by incorporating various perspectives and dimension of the same.
Earlier, Prof. Santosh Kumar, Director, CCDRR, NIDM delivered opening remarks by underlining the mandate of ‘child centric approach’ of disaster management and further expanding cooperation between the CUSB and NIDM in educating and capacity building with focus on individual centric approach.
Prof. Atish Parashar, Dean, Student Welfare delivered the welcome address and highlighted various aspects of disaster, its prevention and response against negative ramification of disaster on children.
Prof. P. Path Sarthi from Department of Environmental Sciences, CUSB shared his experience and research findings on nature and impact of disaster with special reference to the situation of drought in Bihar. Mr Ranjan Kumar from NIDM presented his views on, ‘Do’s and Dont’s of Covid-19’ and ‘Basic Concepts of Disaster Risk Management’.
Dr. Pranav Kumar, Assistant Professor, CUSB, convened this training Programme and hosted the inaugural session. Dr. Abhay Kumar, Assistant Professor, CUSB moderated questions and answers raised by participants. Dr. Manish Kumar Gautam from CUSB, facilitated entire deliberations. For this online training programme, more than four hundred participants from academia, civil society organizations, Bihar Government Administration and State Disaster Relief Force got themselves registered and over two hundred participants joined in synchronous mode.
Day 2 – 23rd December, 2020
On the second day after formal inauguration of the online training programme the experts expressed their views on the topic of the workshop. As the panelist Dr. Balu I from (CCDRR) spoke on the topic ‘Impact of Disaster and life cycle of children’. He referred to different dimensions of child centric risk reduction in general and Covid-19 in particular. He suggested that children are more vulnerable and badly affected by any kind of disaster in both either during disaster and post disaster phase. He also mentioned that children in India are facing different adverse ramifications of lockdown phase. However, he anticipated a better child risk reduction mechanism in near future
In this session, Mr. Ranjan Kumar from National Institute of Disaster Management (NIDM) clearly mentioned about theme, concepts and practices of ‘Child Centric Risk Reduction (CCDRR) with disaster in general and Covid-19 phase in particular. He emphasized through his video presentation that intensity of disaster accumulates multifold with each passing time and this is the time that we should concentrate on these issues in a holistic way. He not only focused on the severity but also about the preparedness of the same. However, he suggested that with collective effort, we can find a possible way for child centric risk reduction.

Day 3 – 24th December, 2020
On the third and last day of three days training Programme in the first session, Counseling Psychologists Ms. Namrata Sharma significantly stated about ‘Mental health of Children at the time of Disaster’. She mentioned that any disaster had adverse impact on children but Covid-19 pandemic affect in much larger and negative way. During the period of lockdown worldwide and India in particular, children are spending their time in in-house only and they witness the cases of lockdown, lack of earning and its impact very closely. This situation actually creating stress and should be handled very carefully. At the same time, this is parents or guardians responsibility to systematize the creativity among children during the lockdown. But these measures should be guided under parents supervision. Overall this session was totally empirical and affective among participants. She also tried to answer almost question raised by participants.
Next speaker Dr. Kumar Raka from NIDM emphasized about the ‘Home to Home School Safety’ and stated that Covid-19 and its types pandemics was unique in nature as it has not observed by human kind in the past so there is nothing to learn and implement the earlier experience to counter future problems. Well in this situation, this is our collective responsibility to take the situation smartly and effectively. He suggested about school re-opening that we should not force anyone for anything and too must be very flexible in nature and rigid one. We should focus more on safe school operations and school re-opening policies and also make a proper balance between other modes of learning with special focus on health education.
Dr. Abhay Kumar, Assistant Professor from CUSB additionally explain the findings about each and every session held in the last three days. He suggested all that generally we hear about disaster in media however, meaning and measures are quite different from actual things. We should focus more on measures rather than just problem.
